Sounds like your Temp & Press valve is discharging. This is a safety valve, call plumber to pin down problem and replace.

2 things-- 1- Bad ballcock washer(replace Ballcock) 2-Bad closet supply washer

If it's in line, your forcing the air back into line. Start at lowest and run H&c free and continue to highest fixture.

1st, pressure doesn't regulate volume. Flow restricters at point of use will (3.5 GPM) or less . Check faucet aeraters and showerheads for restricters(small disk with pre-drilled orafice). 1st --check cold supply valve is fully open. 2nd --turn off valve (cold) unscrew hose from valve and check screen (if installed) is clean. 3rd --crack open valve (over bucket) to verify pressure 4th --check screen at the hose connection on machine When reconnecting replace HOSE WASHERS.
