Hanuman (an avatar of Shiva) is the param bhakt (foremost disciple) of Rama (an avatar of Vishnu). Likewise, Lord Shiva is the param bhakt of Lord Visnhu. I am not sure how Lord Brahma compares to Lord Vishnu.
