If you can catch a normal gyarados you could catch a shiny gyarados. The red gyarados is just a shiny gyarados depending on the pokemon it will have one stat that is higher than normal.

I think it is the same as the other games you fight with eevee after you get the national Dex during the day and he will become friendly or you can give him berry's that make him more friendly when he is at lv 5 or whatever you get eevee at and then fight with it.

It depends on what type of Pokemon you like for me i like fire so i could say Infernape or Heatran but other people could disagree because of what they like.
