There is the least amount of vacuum when you are at the highest speed, so if you don't have the vacuum modulator hooked up, the transmission will think you are have it floored, and will try to delay shift points. It will try to stay in lower gears, under the belief you need emergency power.
You can tell when the modulator is bad because then the diaphram will be cracked and leak red ATF when you pull the vacuum line off.
The pump is not hard, but the freon is the problem. You really should try to capture what you have in there first. That requires a pump system with a reservoir. I don't know if you can rent one or not, but probably.
