The first answer is correct, but it also depends upon the context.  The phrase originated with the book Alice in Wonderland (which is highly popular movie right now with Johnny Depp),so it could be a reference to that.   It's also a phrase used in the movie, The Matrix, and a song from the 60s by Jefferson Airplane.
