Anytime your dog is passing blood, there should be no hesitation-you ALWAYS take it straight to the vet.
There's really not much you can do. You have to let it take its course unless you want to breed him. It is torture I know, male dogs are crzy when it comes to that stuff. Also if you wanted to get him fixed that would calm him down quite a bit.
Your dog is probably licking so much due to lack of salt in their diet. Our skin has lots of salts on it so when they get low they lick quite a bit.

If the mother has not bit the cord off, tie it with thread about two inches from the belly and cut it off. Make sure to do this gently. After cutting it off the Umbilical cord should fall off in a few weeks.
