Mildew, caused by dampness. Clean with mask and gloves with bleach water. Find the moisture and fix the problem.

It is elevated slightly but not really risky. Could it be a stress factor or caffeine or something of that nature. What I mean is, is it constantly elevated or just on occasion
Olive oil in your hair, place a shower cap on. Leave over night or at least 8 hours. That will do the trick.
You could bathe your dog is a medicated colloidal oatmeal shampoo for dogs,just don't bathe it often. You also might try allergy meds for babys.
I have a yorkie too, and they often have very dry skin. A medicated shampoo maybe once a month may help, not too often though, bathing will aggravate dry skin on dogs. Also it is possible she has allergies, in which case your vet can prescribe meds.
