Definitely don't pick at it. It just means that it is healing up and the dead skin is coming off. Your tattoo should be fine, but if your ink is going with it then you might want to contact the person who did your tattoo.

What I like to do is add just enough water to help soften it don't add to much just enough to get it all soften up
