He or she's probably sick, get her or his nose wet, do anything to get it licking it again, this has happened to my dog before, get the dog licking it like putting a dash of peanut butter on it, only a little though.

Rinse it with a wash cloth or towel NO SOAP!!!! It might have something in it.
