The only way it can be provided is to law enforcement agencies, a prosecutors' office or a convened Grand Jury via prescribed written request. If it is one you'd specifically assigned to that device, the only option is to contact  the manufacturer for the master unlock code.  If that doesn't work, the phone would have  to be sent in to have the memory wiped & completely reset to original factory settings,  thus losing all contact phone numbers, photos, etc.  … Read more

Follow the instructions shown in the manual under the section for "Master Reset". Remember some manufacturer's resets cause wiping of the full memory of the phone, so make sure all important contacts & files are backed up either by MicroSD card or to a computer via mini-USB connection.
