Well they could but instead of punishing theme give them a treat talk and pet them. But if it continues i would call your vet to see what wrong or bothering it

The female pees wich has a specail sent telling the male she is ready then shows the brith  entry  male mounts the mare and moves swiflty back and forth shototing sperm into her vagnia. Hope this helps
