No he cannot charge you double deposit you just pay one month rent in advance and security deposit
No he cannot charge from you once you have move out a apartment and left it in reasonable condition
It depends if its done done by your mistakes that's your responsibility but if it happens by some one else mistake then you can tell the landlord and it will be his reposibility to coreect it
