Why would a guy stare at you and not look away when caught several times? If he likes why, why does he make no attempt to approach you and ignore you when you are talking to his friends.

He probably ignores you because he doesn't want you to talk to his friend, he wants you to talk to him, maybe he keeps looking at you because he finds you extremely attractive and can't look away. :)
