It is a ransomware, you need to remove it as early as possible and next time backup your files. Go to Windowsproblemhelpcenter, and search ransom-foo!htm, it can give you details of it.
That tv link you're using is probably loading up your unit with adware and possibly malware as well. Try downloading Adwcleaner and Malwarebytes anti-malware.
