I have heard that just a wee bit of milk isn't that bad for cats. Just not everyday.
Kittens are ready to eat when they are about 4 weeks old. Some will start munching on dry feed at that age, some prefer canned food. Put some out, and also water, in dishes that are low enough for them to reach.
