I was about 41 years old.
I was 18 when I had my very first land line.
I was 45 when I get my first cell phone.
Cell phone? Hmm, it was in the year 2000, so that would have made me 38. Land line, about 10 years before. I had roommates that had the landline before that.
As for when a kid should get one, when they are old enough to go places without a parent. Places like practice for a sport or other activity and will need a ride home. Or old enough to have a job and pay for it themselves.

I was 11 when I got my first phone. My parents wanted me to have one since I was doing more after school stuff and they wanted me to be able to call them to pick me up. I've had a smartphone ever since.
I was around 13. I had one of those flip phones.
When I was 19, I got my own number and princess phone in my room.
I was about 45 when I got my first cell phone. I used it for emergencies back then, and I still do. I rarely turn it on.

9! It was a flip phone and I loved it! It drowned a few weeks before I was 10. :/
I got my first "Calling Card" when I was 22, and my first pager when I was 23 . . . Cell phones were actually built into cars at this time and were a luxury item for the rich. My first cell phone was a nokia, and that was age 30.
I got my first cell phone when I was in my 30s. I got my first land line when I was 19. And I got one of these when I was around 2.
