I'm taking care of 3 young girls this summer, for most of the day. They're really fun, but get bored easily and have to constantly play. I've run out of ideas on trying to keep them busy. Any suggestions, no water?

Homemade playdough, homemade bubbles. No water? Why? Parents don't want them to change? See if you can change their minds or work with them on that one. Water is one of the best resources for young children. Even if you set up a washing station out on the porch with a bunch of plastic dishes and utensils. Color water with food coloring.

Walking trips to nearby anything. Park, stores, library. The more you physically wear them out the less trouble they will be. Have fun!

What age are the little girls? In general I would suggest projects that take all day. I had some kids build a cardboard house. The the next day they had to draw in doors and windows. That night I cut the doors and windows out. The next day they had to "paint" the house. The final day they had to paint in all the details like curtains,  door knobs, flower boxes, etc.
