16. My mom didn't think I had enough driving experience by my 16th birthday. My grandmother flew me up to New York a few months later and had me drive her back. Then she took me to go get my license. Gotta love grandmas!
My other grandmother didn't get hers until her mid-40s. She lived where there was great public transportation up until then.
