If you click the green up button it gives a vote, then you can click thank writer to let that person know that you liked their answer. If you click the red down button....well, it does the opposite!

The up arrow keeps the question near the top to be answered.
The down button keeps it farther away from someone answering it.
The blurt is to release the question to all the people that you follow.
