Sometimes the question that the author thinks s/he is writing is different from the question the responder thinks s/he is reading. We often don't find out relevant details until comments are posted on the answers given.
Sometimes, the question is so outlandish taken at face value that it can only be considered a joke. Thus responses may seem inappropriate to the person asking the question.
