I got a new tattoo a week ago and the scabbing is almost completely gone, but now there is a red area around on small part of the tattoo and it feels bruised in that area. I don't know if its infected or not.

Whether or not that area is infected, you should consult doctor or dermatologist immediately. Usual duration for that burning after tattooing is 48 hours and as you are mentioning it has been a week since you had that tattoo, i suggest go for self medication, consult the experts.

I have always used neosporin to heal my tattoos but only a very light coat over it just enough to moisturize. I have friends who have used non scented lotions. Just keep it clean and lubed for a bit and it will heal wonderfully
