If you are using EMT code says 9 conductors, however, there are other factors to consider.
#12 AWG copper conductors are rated for 25 Amp loads but cannot be protected by a breaker larger than 20 Amp. Also, when more than 3 conductors are installed in a conduit they must be derated. When you have 4 thr6 they are derated to 80%, and for 7 through 9 they are derated to 70%.
So  for 4-6 the conductors are suitable for 20 Amps (that is 2400 watts) and for 7-9 conductors they are suitable for 17.5 Amps (that is 2100 watts).
But, it is best to only have a connected load of 80% of the breaker rating so a 20 Amp breaker should only have a connected load of 16 Amps (1920 watts).

It Depends on the size of wires. Are you running thhn, or romex. General rule is to only fill the pipe to 50%. Electrical wires generate heat and that heat has to escape. Overfilling a pipe can generate enough heat to melt the wires and cause a short or a fire.
